EXECUTIVE MASTER of PUBLIC ADMINISTRATION [Executive MPA] PROGRAMME

The Department of Public Administration, one of the leading Departments of the University offers the Executive Master of Public Administration (Executive MPA) programme with an explicit focus on governance. The core mission of the department is to inspire and promote higher education and research in governance, administration and public policy that constantly stimulates critical thinking, intellectual curiosity and innovation adaptive to the ever-changing society. The Executive MPA programme is designed to provide a holistic and in-depth understanding of the modern concepts of and approaches to governance and public administration with a unique blending of public, private and non-government sector focus. The programme offers a wide range of courses along this line to help students pursue their future career in accordance with their chosen areas of interests.   

 

1. Objectives  of the Executive MPA Programme

• To provide specialised knowledge in core areas of the modern theories and practices of governance and public administration.
• To enable students to relate between the theories and practices and thus developing their capacity to analyse the critical issues and problems in governance and public administration which will eventually equip them with competencies for effectively leading and managing organizations.
• To maintain an applied and professionally oriented curriculum and prepare students in a way that they can work flexibly across the public, private and non-government sectors.
• To build  an effective academic nexus and network between the academics and the practitioners/managers working in the public,  private and non-government sectors by disseminating the most recent theoretical and practical knowledge in governance and thus adding special value to enhance the existing skills of the students.

2. Structure of the Executive MPA Programme

The Executive MPA will be a 40-credit-hour programme. There shall be 10 courses in total each containing 4 credits.

3. Courses of the Executive MPA Programme

 

The Executive MPA programme offers the following courses:

 

 

1st Semester

EMPA 611: Introduction to Public Administration and Governance

 

EMPA 612: Human Resource Management

 

EMPA 613: Local Government and Local Development in Bangladesh

 

EMPA 614: Performance Management: Theory and Practice

 

EMPA 615:  Public Financial and Project Management: Theory and Practice

 

 

2nd Semester

 

 

 

EMPA 621: Social Research Methodology 

                                                     

EMPA 622: Managing Change and Innovations in Public Sector 

 

EMPA 623: Public Policy Analysis

 

EMPA 624: Climate Change and Disaster Management

 

EMPA 625: Entrepreneurship and Business Development

 

 

4. Completion of the Programme

 

The duration of the programme will be one year (12 months) consisting of Two semesters. The Degree has to be completed within maximum 5 years.

6. Admission Requirements

 

Admission will be opened to the candidates, either Bangladeshi or foreign nationals, who have at least a Bachelor degree in any discipline with second division or CGPA 2.5. Professionals from public and private sectors will also be encouraged to apply for admission. Foreign students will be required to take permission from the Ministry of Foreign Affairs of Bangladesh. Preference will be given to those who are already in service and they have to apply through proper channel.

 

 

7. Admission Application Form 

 

 

Following advertisement, the candidates/students seeking admission into Executive MPA program will procure application form from the department or from the website of the department and submit the filled in form within the specified period.

 

 

8. Admission Test

 

 

The application form shall be scrutinized following admission criteria and the department will conduct admission test comprising both written and oral examinations. The qualifying marks for admission will be 40 out of 100. Students will be selected on the basis of their performance in the written admission test (60 marks), oral test (25 marks) and previous results (15 marks).
